Locating information asks which paragraph contains a specific detail — a number, a reason, a name. Matching headings asks what the whole paragraph is doing. The same paragraph can answer a locate item and still take a heading that names its job, not that detail. If you scan for a copied noun when the task is headings, you pick the detail heading. If you name the main idea when the task is locate, you miss the sentence that holds the fact. Extra headings are unused on purpose; unused paragraphs on a locate set are normal.
