Coherence and Cohesion is whether each paragraph has one job and whether ideas connect. A stack of “firstly,” “secondly,” and “on the one hand” does not do that job; it only labels a list. Put the job in the topic sentence — the cause, the limit, the view — then explain it. Refer back with a precise noun (“this congestion,” “that fee”) instead of a chain of “this” and “also.” Use “however” or “because” when the logic needs them, not in every sentence. Two developed bodies beat four thin points joined by sequence words. We do not promise a band from fewer linking words. Practice IELTS marks Coherence and Cohesion as one of four practice estimates, not an official band.
